Is Hikari Charge a licensed EV charging operator in Dubai?
Yes. Hikari Charge L.L.C holds a DEWA Independent Charge Point Operator licence for paid and free provision of EV charging services, and a Dubai Department of Economy and Tourism commercial licence for EV charging station management and operation. Every Hikari site runs under that licence, which is why the property never needs one of its own.
Does a property owner in Dubai need a DEWA licence if an operator runs the chargers?
No. Under the EV Charging Infrastructure Regulation, public charging must be operated by DEWA or a licensed Charge Point Operator. When Hikari operates the chargers, the licence, the registration of each charge point, the bilingual terms and signage, the insurance and the DEWA reporting are all Hikari's, not the property's.
What does it cost a property to host Hikari chargers?
Nothing under Hikari's lead model. Hikari pays for the chargers, the civil and electrical works, the DEWA connection for the site, insurance, operation and maintenance. The property provides the bays, an agreed electrical connection point and signatures on the required NOCs.
How does a property earn from hosting EV chargers with Hikari?
Through fixed rent, a share of charging revenue, or a blend of the two. Which structure fits, and the figures, depend on the site: expected use, installation and power costs, and the term. Hikari sets them out in the proposal after the free site visit, so the owner decides with real numbers rather than estimates.
How long is a Hikari site agreement?
Five or ten years, chosen per site. Longer terms allow more hardware and better terms for the host, because a DC charger pays back slowly at a regulated tariff. If the host ends the agreement early, it compensates Hikari for the unrecovered investment on a sliding scale that falls every year. If Hikari exits by choice, the host owes nothing.
Who pays if the building's power supply needs upgrading?
Hikari pays for the connection from the agreed point to the chargers, including DEWA's connection works for the site. If the building's own incoming supply would need upgrading for the building's benefit, we identify that at assessment and discuss it before anyone commits. It usually decides whether the site is viable.
What happens if the building is sold or the management company changes?
The agreement is written to bind successors. Hikari works with the developer, the RERA-approved management company or the owners committee, attaches the relevant resolution, and includes step-in and novation terms so a change of manager does not interrupt the service.
Can a hotel or office offer free charging to guests or staff through Hikari?
Yes. Free charging for the public still requires a licence in Dubai, and Hikari holds the free-provision form as well as the paid one. Hotels and employers often choose this route. The commercial terms differ and are set out in the proposal.
Which chargers does Hikari install?
DC fast chargers as the default, AC only where dwell time genuinely suits it. Hardware is selected per site from InfyPower, Livoltek and SINO Energy and is not tied to one brand. All equipment meets DEWA's Technical Regulations: CCS2 and Type 2 connectors only, OCPP 1.6J or higher, calibrated metering, enclosures rated for Dubai's heat.
Who keeps non-electric cars out of the charging bays?
Hikari provides the signage and displays an overstay fee, which the Regulation permits. Day-to-day enforcement sits with the property, as with any reserved bay. We design the bay layout so it enforces itself as far as possible.
